Overview of Responsibilities

The BlackRock Sourcing and Vendor Management Organization in Finance seeks multilingual (Mandarin & English) speaking candidate in in Sourcing/Procurement to support the deal life cycle across subcategories: investment technologies and trading platforms, infrastructure as a service (IaaS), software as a service (SaaS), digital marketing, information security, regulatory technology and other procurement-related initiatives on behalf of the Firm.  Candidates with experience and technical depth related to negotiating and managing agreements both with local suppliers in China, global suppliers with presence in China (e.g. Microsoft, Google, Oracle, Adobe, SAP, Salesforce) or professional services vendors are encouraged to apply.

Primary areas of responsibility include:

Engage across various business lines to in China establish forthcoming demand, priorities and be local point of contact for the sourcing requirements
Own the full strategic sourcing cycle, including vendor identification and selection, price negotiation, contract “red-lining” (editing) and onboarding across different business lines in China.
Partner with Functional Leads, Vendor Risk, and Legal teams in the negotiation of: Licensing Agreements, Subscription Agreements, Master Services Agreements (MSAs), Statements of Work (SOWs), Service Level Agreements (SLAs) etc.
Manage a robust pipeline of transactions along with other colleagues in APAC
Market research and benchmarking of suppliers and related service categories
Development of strategic sourcing opportunities through the introduction of a competitive bidding, proofs-of-concept, demand management and supplier consolidation.
Drive Sourcing policy and process adherence including adoption of Sourcing technology platform.
Coordinate with internal stakeholders and vendors ensuring timely execution of supplier onboarding and payment process

Experience and Skills

8-10+ years of sourcing experience in multinational organization preferably financial industry
Comprehensive understanding of market drivers and deep experience in negotiating contracts with China-based vendors supporting the following categories of spend: technology (hardware, software licenses, information security, consulting), real estate services (facilities management, security), marketing, human resources and professional services
Ability to influence, persuade, motivate and elicit support for key initiatives from senior management and other key stakeholders, by building and delivering clear, well-structured presentations.
Ability to solicit and analyze multiple proposals, create corresponding business cases (including financial reports), total cost of ownership models and present clear recommendations.
Relevant experience in drafting and redlining MSAs, SOWs and SLAs.
Excellent internal and external negotiation skills as well as the ability to negotiate concessions from suppliers with the internal client’s interests in mind.
Demonstrated ability to concurrently manage a significant pipeline of deals/transactions simultaneously, while identifying and supporting strategic business transformation initiatives.
Strong MS Office skills; particularly Excel and PowerPoint. Working experience with Coupa, SharePoint and P2P platforms is highly desired.
